Made by taking a Teak log to either the Sawmill operator at the Lumberyard northeast of Varrock, Plank maker in Taverley, or Sawmill operator in the Ithell sector of Prifddinas and paying them 500gp to turn it into a plank.
Alternatively, you can cast the Plank Make spell from the Lunar spellbook on a Teak log to turn it into a plank yourself, although this still costs 500gp on top of the cost of the spell.
