10 of these are found within the Broken cannon base. Successfully repairing one of these earns 38.5 Smithing experience. It is fairly common to fail repair, even when you have level 99+.
These items cannot be taken from the Cannon repair chamber of the Artisan's Workshop. If they are lost or destroyed you will need to simply create new Cannon cogs.
