Notes:
Made by having Ilfeen or Eluned enchant a Crystal tool seed. This costs 1,000,000gp the first time and decreases with each subsequent recharge until it reaches a minimum of 200,000gp after the 5th recharge.

Alternatively, you can make one yourself by taking a Crystal tool seed and 150 Harmonic dust to the Singing bowl found just North of Lady Ithell in Prifddinas.

This knife can make double Arrows shafts or a strung bow 28 time before it will revert to a Crystal tool seed and need to be recharged.
