Found with his pet Seagull, Steven, he is your contact for travel to and within the Arc. He plays the following roles in these quests:
- Impressing the locals, Mister Gully becomes your quartermaster.
- Jed Hunter, you find out he seems to have a bit of a crush on Rosie when you have to ask her for assistance obtaining Buoyancy materials.
- Curse of the Black Stone, he asks you to help sort out Steven's marital issue.
